Dave Van Horn
Executive Chairman
David Van Horn serves as Executive Chairman of the Company. His chief responsibilities include the oversight of the Company’s strategic planning, business development, and fundraising functions. Mr. Van Horn’s expertise is derived from over 30 years of residential and commercial real estate experience as a licensed Pennsylvania realtor, investor, title company partner, and commercial fundraiser. Mr. Van Horn is a graduate of West Chester University, holding a Bachelor’s of Science degree in Business Management. In addition to his role as Executive Chair, Dave’s biggest passion is teaching others how to build and preserve wealth. Dave is a co-founder and board member of Strategic Investor Alliance, a purposeful planning and networking group for accredited investors in the Philadelphia area. Dave is also a national speaker, author, and investment blogger on BiggerPockets.com.

Chief Executive Officer
Stephen “Steve” Meyer serves as the Chief Executive Officer of PPR. In this role, Steve’s main responsibility is to drive the company’s strategy – focusing on the growth of our Real Estate verticals as well as the expansion into opportunities in new markets and growth opportunities.
Prior to joining PPR, Steve enjoyed a 29-year career at SEI Investments Co. where he was involved in their Financial Servicing, technology, and Wealth Management businesses, most notably building their Investment Manager Services division from the ground up to the largest division in the company.
Steve’s latest role at SEI was Executive Vice President of SEI and President of SEI’s Global Wealth Management Services, including their Private Banking and Investment Manager Services businesses, as well as the SEI Family Office Services and the Global Regulatory Compliance platform where he was responsible for providing holistic investment operations and technology infrastructure solutions to investment and wealth managers globally.
Prior to SEI, Steve also worked for the Vanguard Group and Coopers and Lybrand. He graduated with a degree in Accounting and Finance from La Salle University and is a Certified Public Accountant.

Chief Investment Officer
Spencer Staples joined the organization in 2014 and serves as the Senior Portfolio Advisor for PPR Note Co. In this role, Mr. Staples is responsible for leading the portfolio management efforts of the company. He began his career after college as an Analyst with Bear Sterns. Mr. Staples experience includes extensive international exposure with a 22 year career abroad in the United Kingdom. While in London Mr. Staples co-founded and led his first fund, Allegro Capital Ltd. Mr. Staples’ experiences include an 8 year tenure with Tokyo based Mizuho Bank as Senior Analyst for the European portfolio. In addition to his role at PPR, Mr. Staples is the Owner and Research Director for US based EconAlpha, an economic forecasting firm he founded in 2008. Mr. Staples graduated from Colby College with a Bachelor of Arts. He received his MBA from Brunel University in London.

Chief Operations Officer
John Sweeney serves as Co-Founder and Chief Operating Officer (COO) of the company. He supports the CEO to bring the strategy, mission, and vision of the organization to life, ensuring that all leaders and departments are aligned with the CEO’s vision. He has overall responsibility for enterprise-wide operations, focusing on improving operational efficiency, cost optimization, as well as acting as a champion of the PPR culture driving engagement for all team members. John provides leadership, strategic vision, and problem-solving to the organization. Mr. Sweeney’s extensive knowledge of the mortgage banking industry includes origination, underwriting, and loan closings from his experience as a Mortgage Loan Originator. He is currently a licensed loan originator NMLS ID 1367381. Mr. Sweeney holds a Bachelor of Arts degree in Economics from Ursinus College.

Chief Financial Officer
Jeff has nearly twenty years of experience in the real estate finance space in Philadelphia including four as the Chief Financial Officer for Philadelphia-based Development Companies Wurzak Hotel Group and Streamline Philadelphia where he oversaw all Accounting and Finance functions of both the real estate and operating company platforms.
Prior to serving as CFO, Jeff spent ten years as the Director of Finance for Parkway Corporation, one of Philadelphia’s leading real estate companies. During his career, Jeff has sourced and maintained over a billion dollars in senior debt, mezzanine, and government-subsidized financing covering over $1 billion in assets. Jeff received his BA from the University of Georgia and later earned his MBA in International Business from the University of South Carolina. Jeff is also a Fellow of Leadership Philadelphia.

Commercial Loan Manager
Robert Paulus serves as Commercial Loan Manager for the Company. In this role, Mr. Paulus oversees the Company’s loss mitigation functions, which are instrumental in creating asset resolutions. This includes directly managing a team of collections specialists as well as working directly with a nationwide legal network to appropriately execute foreclosure processes compliantly according to state regulatory requirements. Mr. Paulus also directs and approves all loan modifications to rehabilitate loan performance, and is responsible for the training and development of other collection team members. Robert Paulus’ experience is derived from over two decades of experience owning and operating five successful franchises along with other real estate holdings. Mr. Paulus graduated from Penn State University in 1990 with a Bachelors of Science degree in Economics.

Director of Operations
Chelsea Deluca has been with PPR since 2012 and is the Director of Operations. In this role she works closely with the senior leadership team and external partners to drive the strategic project agenda for the organization. Presently, Ms. Deluca is leading the implementation of key initiatives in asset servicing, joint ventures, investor relations and finance. Ms. Deluca manages the ongoing vendor relationships with our servicing providers and was instrumental in the successful IT implementation of our system of record. Ms. Deluca drives and administers the corporate quarterly planning and goal setting processes for all departments within the organization. Ms. Deluca received her project management training through the CAPM program at Villanova University. She holds her Bachelor degree in Organizational Management from Wilmington University.

Real Estate Portfolio Manager
Chris Cordes is the Real Estate Portfolio Manager at PPR, where his role is to manage the sponsorship screening and deal structuring for the company’s multifamily investment vertical. Chris is also tasked to provide asset surveillance and reporting for the current multifamily portfolio.
Prior to PPR, Chris served as Senior Analyst with Philadelphia-based Korman Residential Properties, where he was responsible for financial modeling for acquisitions, as well as provided asset management support and led the due diligence process for both acquisitions and dispositions. Chris has also worked in various areas of real estate, including as a Development Manager for a multi-family development boutique firm in Philadelphia. Additionally, he has experience in appraisal work for valuations of residential developments and calculating damages for property and land condemnation litigation.
Chris holds a Bachelor of Science degree in Urban Planning from Michigan State University and earned a Juris Doctor degree from the Western Michigan University Thomas M. Cooley Law School.

NPL Portfolio Manager
Dennis Matlack currently serves as the Non-Performing Loan Portfolio Manager at PPR Capital Management. His primary responsibility is expediting the exit strategy for assets under management though performance (Modification) or liquidation (Foreclosure, Short Sale, or Deed In Lieu) of the assets. Dennis has nearly 25 years’ experience in the real estate business. He has handled customers directly as an NMLS licensed Loan officer for purchase and refinances. In the REO space, he worked collaboratively with Real Estate agents and title companies, and has also managed multiple investors working in Mortgage Servicing. His 9 years at Selene Finance managing multiple Investors to maximize their returns in Short Sale, DIL, or moving loans to performing through modification gives in sight that will be extremely valuable. Those insights into servicing as well as his originations, and most recent real estate title processing management experience at Avenue 365, play a key role for PPR Capital Management in overcoming and avoiding obstacles to get the best exit strategy possible for the portfolio.

Having been with PPR since the very beginning, Chris Van Horn has worked in a variety of roles at the company in administration, acquisitions, and operations while studying for his Bachelor of Arts degree at Immaculate University. Soon after graduation, Chris spent a few years in Los Angeles, working in the film industry in both writing and production. Returning to the company full time, Chris found his experience most useful in the marketing department with a concentration in content creation and social media management.
As the Director of Marketing, Chris has been instrumental with the development of the company’s online presence on sites like BiggerPockets, and has aided in the writing and editing of PPR founder Dave Van Horn’s book, “Real Estate Note Investing” as well as his articles in publications like Forbes magazine. Chris has played a pivotal role in investor communications and organizing PPR sponsored events for the investor community, like the MidAtlantic Summit and Stategic Investor Alliance (SIA). Chris currently resides with his wife in Brooklyn, NY.

Director of REO Management
Amy Stavin serves as Director of REO Management at PPR. Since 2019 she has provided subject matter expertise in the acquisition, management, and disposition of thousands of assets across all 50 states. Her main roles include decision-ing asset exist strategies, determining bid pricing, and providing valuation for underwriting. Previously, for over 6 years, Amy served as a Senior Asset Manager at Spurs Capital, Inc. where she managed REO assets and NPLS, as well as recruited and managed a team of field agents throughout the state of New Jersey. She has also been a Licensed Real Estate Agent since 2013. Amy graduated from Connecticut College in 1990 with a Bachelor of Arts. She is a mother of 3 daughters and is an avid outdoor sports enthusiast and former competitive skier.

Bill O’Brien joined PPR Capital Management in 2022 and serves as the Director of Investors Relations. Bill is responsible for leading our capital-raising efforts as well as managing the Investor Relations team. He is passionate about providing first-class investor experience and educating our clients in all aspects of PPR Capital’s investment offerings.
Prior to joining PPR, Mr. O’Brien held several roles over the span of his 30-year career in sales, marketing, and new business development. Most recently, at SEI, as a member of the Private Wealth Management team, he advised high net worth families in the areas of investment, philanthropy, and estate planning. Bill’s expertise in lead generation, new business development and pipeline management were honed during his tenure as a financial advisor at Merrill Lynch, an Executive Director of BLOCS, a local non-profit, and 15 years in the specialty chemical industry. Bill graduated from St. Joseph University with a degree in Chemistry.

In-House Corporate Counsel
Claude W. Roxborough III, Esq. serves as our in-house corporate counsel, joining us in 2022 following 15 plus years in private practice that focused on firms such as ours that buy mortgages and real estate. In this role, he helps us with structuring and managing the various acquisition vehicles used by funds we administer, as well as overseeing our other corporate transactions. Also, more recently, Mr. Roxborough III has been instrumental in helping us build out and establish the board of directors for our affiliate manager entity as well as helping us execute on other corporate initiatives.
Mr. Roxborough III began his legal career in residential mortgage loan securitizations in 2004 and following the 2008 financial crisis served as outside legal counsel to various funds buying loans from the distressed banks. While his legal practice expanded into other areas such as corporate governance, investment adviser registration and compliance, both at the federal level and the state level, mergers and acquisitions, as well as Regulation A and other securities offerings, his practice always had at its core a focus on large and mid-size buyers and asset managers of various mortgage and real estate assets.
Indeed, over the years, he has served as outside counsel to some of our competitors — but we didn’t hold that against him! In fact, it was Mr. Roxborough III who created one of the first non-profit joint ventures for buying mortgage and other real estate from U.S. governmental agencies.
Prior to joining us, Mr. Roxborough was a partner in the boutique law firm of BurgherGray LLP, a firm based in New York with a specialty focus on buyers and securitizers of residential and commercial mortgage loans and real estate.
Claude holds a J.D. from Columbia Law School where he was a recipient of the Parker School of Certificate of Achievement in Foreign and Comparative Law, and he holds a B.A. from Columbia College. He also studied abroad in college at the University of Cape Town in South Africa and for a time being was the co-president of the South African Chamber of Commerce in America.

Director of IT
Stuart Hausman serves as Director of IT at PPR. He has been with the company since 2019. In this role, Mr. Hausman develops and evaluates IT projects in line with company objectives. He regularly meets with users to determine and address their IT needs and requirements. Mr. Hausman oversees maintenance of current projects and technology systems. He identifies areas of need and implements innovative solutions.
Prior to joining PPR, Mr. Hausman was a self-employed Computer Consultant and Trainer for over 30 years. In that role his clients included a vast range of companies from small businesses to large corporations. Mr. Hausman has extensive experience consulting in the legal, insurance, financial and manufacturing sectors. He as taught hundreds of classes in a wide range of subjects including Microsoft Excel, VBA and SQL.

Senior Accounting Manager
Ksenia S. Plekhanova joined PPR Capital Management in early 2022 as Senior Accounting Manager. With more than 15 years of experience mainly in commercial and residential real estate accounting as well as real estate development in the North East Region of the U.S., Ksenia brings a vast amount of knowledge to the company. Currently, in her role she is responsible for financial statement preparation, month-end financial procedures, general ledger analysis, internal controls and collaboration with external auditors and tax advisers.
In addition to her role at PPR, Ksenia is the President of Bell Noontime club at Toastmasters International, an organization focusing on public speaking. Ksenia is also an active alumni of the youth leadership organization, AESEC – where she has held multiple roles. Ksenia has a Master’s degree in accounting, analysis and audit from The Ural State University of Economics (Russia).
